With a strong combination of regulatory and transactional experience, we deliver practical and grounded counsel on high-impact areas, including Federal Communications Commission (FCC) regulations and policies, broadband regulation, federal and state grants for broadband deployments, issues with FCC subsidy programs such as Universal Service and the Affordable Connectivity Program as well as the Telephone Consumer Protection Act (TCPA). We partner with clients across the industry, including communications service providers, equipment manufacturers, investors and financiers, retailers of communication services and products, and enterprise customers who need to understand their obligations and opportunities as laws and policies change. We are able to counsel clients on a range of communications regulatory issues, consumer disclosures and similar business issues.

We draw on notable experience in areas where bringing to bear long term perspective can be critical to crafting a successful outcome.  We have the benefit of a deep history with FCC spectrum licensing and use regulations and policies.  Having lived through the birth of spectrum auctions and having counseled clients as they rebanded their licensed spectrum to eliminate the possibility of harmful interference or to allow the FCC to auction 5G spectrum, we are able to anticipate issues and provide practical advice for high profile clients to succeed on their significant spectrum projects.

 

Our team provides counsel and insights for clients on compliance, advocacy and litigation encounters with the TCPA as well as with E911 rules and obligations. As clients work to advance broadband and Telehealth deployment, we help them access FCC, NTIA and other government grant programs. And when it comes to growth opportunities, we also support mergers and acquisitions in the communications marketplace.

Laura Phillips

I decided to launch Phillips Communications Law as a way to partner more closely and comprehensively with companies and entrepreneurs active in the communications field.  I find clients often get better results when they can share information with their counsel freely and not be obsessed by the tyranny of billable hours but instead can focus on tackling key issues and gaining important insights to make the best possible decisions for their organizations.  That's the benefit of working with a smaller, specialized firm.  

 

I truly enjoy what I do and I am never happier than when I can be part of solving an issue or challenge for a client.   I am dedicated to finding ways to offer clients new ways to look at "old" issues and to gain insights that can foster positive change or boost efficiency in an organization. I meld policy, legal and practical business knowledge to assist clients in resolving challenging issues and creating value. I help executives identify and consider options, and I particularly enjoy partnering with them to make the best decisions for their companies in synch with their missions and goals.
